By adopting open source, public institutions gain full ownership of their source code, empowering them to conduct independent audits and implement modifications free from vendor lock-in. It also encourages international collaboration, making it possible to reuse foundational technologies and build on prior work.
These advantages are particularly significant in artificial intelligence. Open source is how confidence in AI technology is earned: it replaces black boxes with auditable code and makes digital sovereignty a practical reality rather than a policy aspiration.
