What was once hailed as the great infrastructure promise of the early 2020s is now under massive economic pressure. Having initially been slowed by operational hurdles – ranging from complex approval procedures and skilled labour shortages to high rollout costs – headlines

are now dominated by insolvencies, restructurings and write-downs. Moreover, fresh capital is flowing almost exclusively into safeguarding existing investments. What was once a rollout problem has become a serious economic problem.

Three Market Hypotheses

Building on our survey-based analysis of fibre rollout from March 2025, we have continued to monitor the market. In this study, we analyse current developments along three hypotheses:

Hypothesis 1:
"Difficult monetisation of the network level 4 (NE4) rollout will significantly delay the rollout from fibre-to-the-building (FTTB) to FTTH".

Hypothesis 2:
"Without open access, many network investments cannot be successfully monetised".

Hypothesis 3:
"The impairment risk associated with fibre infrastructure continues to rise".
